Director of the National Vetting Center U.S. Customs and Border Protection
Previously, Monte was a Group Chief for the National Counterterrorism Center (NCTC) where he led the Screening and Vetting Group. While in this capacity, Hawkins helped develop and deploy the new Kingfisher Expansion screening program in partnership with the Department of State which revolutionized how visa applicants are checked for terrorism connections.
Prior to this stint at NCTC, Monte served as a NCTC detailee to the White House from 2008 to 2011. During the Bush Administration, Monte was the Director for Law Enforcement Policy on the Homeland Security Council and then during the Obama Administration was the Director for Biometrics and Identity Management Policy on the National Security Staff. Monte’s portfolio included policy issues related to terrorist watchlisting, border and passenger screening, biometrics, and information sharing. While at the White House, Monte assisted with the development of several policy initiatives including Homeland Security Presidential Directive 24 (Biometrics for Identification and Screening to Enhance National Security), Presidential Policy Directive 7 (National Terrorism Advisory System), and Executive Order 13587 (Structural Reforms To Improve The Security Of Classified Networks And The Responsible Sharing And Safeguarding Of Classified Information).
Prior to his White House service, Monte joined NCTC’s Directorate of Strategic Operational Planning where he supported the development of the National Implementation Plan. He has also served as an intelligence analyst with FBI’s Counterterrorism Division (CTD) and as a member of the United States Secret Service where he served during the September 11, 2001 attacks.
Monte is also an adjunct professor having previously taught at the University of Maryland-College Park where he led various terrorism related classes for START (the National Consortium for the Study of Terrorism and Responses to Terrorism - a DHS Center of Excellence). He is currently an adjunct professor in Georgetown University’s Department of Microbiology and Immunology.
